Starting as an autónomo in the Canaries in 2026: the 80-euro reduced quota, the regional «cuota cero» and what the first year really costs

A new autónomo in Fuerteventura pays 88.64 euros a month instead of about three hundred for twelve months, and the Canary Government refunds the 80 euros of each month a year later, in one payment, if the application lands in its two-month window. Who qualifies under article 38 ter, why the 2026 figure rests on practice rather than on a Budget Act, the second year below the minimum wage, the 2026 cuota cero call (closed on 15 October), the 2025 lesson and the first year in numbers.

Starting as an autónomo in the Canaries in 2026: the 80-euro reduced quota, the regional «cuota cero» and what the first year really costs

A physiotherapist from Hamburg opens a practice in Caleta de Fuste on 2 November 2026. Her first Social Security receipt is not the three hundred euros her established colleagues pay but 88.64 euros, and if she files one application in the right two-month window, long after the year is over, the Canary Government pays the 80 euros of each of those months back. That is the whole mechanism in two sentences. The rest of this piece is what the law actually says about who qualifies, how the second year works, why the 2026 figure stands on thinner legal ground than it looks, what the regional grant demands and when, and what the first year costs in numbers.

What the 80 euros are, and what the law leaves unsaid for 2026

The reduced quota lives in article 38 ter of the Statute of Self-Employed Work (Ley 20/2007). It applies to self-employed workers que causen alta inicial o que no hubieran estado en situación de alta en los dos años inmediatamente anteriores, those who register for the first time or had not been registered in the two years before the new registration. For the twelve full calendar months after the registration takes effect they pay una cuota reducida por contingencias comunes y profesionales, a reduced quota for common and professional contingencies, quedando los trabajadores excepcionados de cotizar por cese de actividad y por formación profesional, with no contribution for cessation of activity or for vocational training (article 38 ter.1).

The amount is the part the Statute does not fix. Article 38 ter says that La cuantía anual de la cuota reducida se establecerá en la respectiva Ley de Presupuestos Generales del Estado, the annual amount is set in each year's General State Budget Act. For 2023, 2024 and 2025 a transitional rule of the decree-law that created the system did the job: the fifth transitional provision of Real Decreto-ley 13/2022 says the quota será de 80 euros mensuales, is 80 euros a month, and adds that A partir del año 2026, el importe de dichas cuotas será fijado por la Ley de Presupuestos Generales del Estado de cada ejercicio, from 2026 the amount is fixed by each year's Budget Act.

No Budget Act for 2026 has been passed; the 2023 Budget is still in force by extension and never carried this figure. The decree-law of 3 February 2026 that revalued pensions bridged the self-employed contribution tables for 2026 until a Budget Act is approved and says nothing about the reduced quota; the contribution order of 30 March 2026 (Orden PJC/297/2026) is silent on it too. What stands is the Social Security's practice. Its own guide for self-employed workers, read on 21 October 2026, says that La tarifa plana consiste en el pago de una cuota de 80 € al mes durante los primeros 12 meses de alta, the flat rate is a quota of 80 euros a month for the first twelve months of registration, then adds the 0.9 per cent intergenerational equity mechanism and arrives at the receipt, ascendiendo a un total de 88,64€, a total of 88.64 euros. So the 80 euros of 2026 are real on the receipt and rest on administrative practice rather than on a 2026 statute. A Budget Act or a decree-law can name a different figure at any moment, and if one does it will say from which month.

Two consequences follow from how the quota is built. The equity mechanism is charged on top because the contribution order applies it to every self-employed worker: se aplicará el tipo del 0,90 por ciento sobre la base de cotización de contingencias comunes a cargo de la persona trabajadora autónoma, 0.90 per cent on the common-contingencies base, borne by the worker (article 15.2.c). And the reduced quota does not shrink future benefits: during those months the base behind any benefit is the minimum base of the first bracket of the general table, 950.98 euros a month in 2026 (article 38 ter.5), and the year is never squared afterwards against real income, because La cuota reducida no será objeto de regularización, the reduced quota is not regularised (article 38 ter.6). The yearly letter that squares everyone else's quota with their real returns does not reach the first twelve months.

Who gets the reduced quota and who is left out

The request is made with the registration itself: the reduction deberá ser solicitada por los trabajadores en el momento de su alta, must be requested at the moment of registration (article 38 ter.3), which in practice means ticking it in the Import@ss registration and, if a gestor files for you, saying so beforehand. The Social Security's guide gives the timing rule for the registration: Debes comunicar el alta el mismo día en el que empieces a trabajar por cuenta propia o hasta 60 días antes, you must report the registration the day you start or up to sixty days before. A registration requested late takes effect from the first day of that month under the registration regulation (Real Decreto 84/1996, article 46.2), and the whole month is paid.

The two-year rule has a longer twin. If you were self-employed before and used the reduction then, the gap required to use it again será de tres años cuando los trabajadores autónomos hubieran disfrutado de dichas reducciones en su anterior período de alta, is three years (article 38 ter.4). Deregistering during the reduced period ends the right for that registration. Hiring does not: the reduction applies aun cuando los beneficiarios de las reducciones, una vez iniciada su actividad, empleen a trabajadores por cuenta ajena, even when the beneficiary takes on employees (article 38 ter.7), and what that employee costs is a separate calculation we made in the employee-cost piece.

Partners of companies are in. Since 2023 the reduction reaches the partners of capital companies and of worker-owned companies who are registered as self-employed because they control or manage the company (article 38 ter.9), which matters for the many island businesses set up as a small SL with one working partner. Family collaborators are out: the reductions no resultarán aplicables a los familiares de trabajadores autónomos por consanguinidad o afinidad hasta el segundo grado inclusive, do not apply to relatives up to the second degree who join the business as collaborators (article 38 ter.11). They have their own bonus in article 35: twenty-four months with 50 per cent off the common-contingencies quota on the minimum base for the first eighteen and 25 per cent for the last six, provided they had not been registered in the five years before.

Three groups get longer periods. People with a recognised disability of 33 per cent or more, victims of gender violence and victims of terrorism have reduced-quota periods de 24 meses naturales completos y de 36 meses naturales completos, twenty-four full months and then thirty-six (article 38 ter.10); the decree-law set their quota at 80 euros for the first twenty-four months and 160 euros from the twenty-fifth, again for 2023 to 2025, with the same silence for 2026.

The second year: below the minimum wage, requested before the first ends

The second twelve months are not automatic. Article 38 ter.2 allows another twelve months of reduced quota to those whose net annual returns sean inferiores al salario mínimo interprofesional anual que corresponda a este período, are below the annual minimum wage of that period. In 2026 the yardstick is 17,094 euros: the minimum-wage decree of February 2026 sets 1,221 euros a month, fourteen payments, and that annual floor (Real Decreto 126/2026, articles 1 and 3). If the second year straddles two calendar years, the condition must be met in each of them.

The extension is requested before the first period ends, with a declaration that the expected net returns will stay under the minimum wage (article 38 ter.3). The Social Security's page on the extension says it plainly: you may apply antes de que venza el plazo de 12 meses, before the twelve months run out, and es necesario presentar la declaración del IRPF, the income-tax return must be filed; otherwise la base de cotización definitiva para el año regularizable será de 1.000 euros, the definitive base for the regularised year is set at 1,000 euros. And the second year is squared with reality: if your returns in a year of the second period reach the minimum wage, the reduced quota of that year is regularised and the difference claimed, in the letter the regularisation piece describes.

The Canary «cuota cero»: the Government pays the 80 euros back, a year later

The regional grant does not touch the Social Security receipt. It is a subsidy of the Canary Government's Dirección General de Autónomos that refunds what you paid under the state reduction, so that the year ends up costing nothing: the regulating bases, an order of 18 March 2024, describe the aim as an aid que les permita mantener una tarifa de cero euros durante el periodo correspondiente de acuerdo con la normativa estatal, letting the self-employed keep a rate of zero euros for the period the state rules cover. The bases were amended in December 2024 and in April 2025, and each year's call fixes the money and the dates.

The 2026 call was approved by a resolution of 12 February 2026, and its extract appeared in the Official Gazette of the Canaries on 6 March 2026. The budget is tres millones trescientos mil (3.300.000,00) euros, 3,300,000 euros, granted in order of filing until the money runs out; applications opened on 9 March 2026 and closed on 15 October 2026. On the day we write this the e-office procedure 10808 reads La gestión telemática de esta actuación administrativa está desactivada porque se encuentra Fuera de Plazo, the online filing is switched off because the deadline has passed, with the page updated on 20 October 2026. So nobody can apply this year; what follows is the pattern of the last three calls.

Who may apply: self-employed workers who enjoyed the reductions or bonuses of articles 38 bis, 38 ter and 38 quater of the Statute; registered with the Social Security on the day of the application; carrying on the activity with their tax domicile in the Canaries during the subsidised months. Family collaborators are excluded by name, and so is anyone over the European de minimis ceiling, 300,000 euros of such aid in three years for most activities.

What is paid: las cuotas reducidas o bonificadas que hayan abonado a la Tesorería General de la Seguridad Social, the reduced or bonused quotas actually paid to the Social Security. For a full year on the reduced quota that is 80 euros twelve times, 960 euros; the equity mechanism charged on top is a separate contribution the bases do not name, so do not count it in. The proof is the Social Security's own statement of bases and quotas paid, downloaded from Import@ss, covering every month claimed; if the first month was not complete, that month plus twelve more. The grant is paid in a single payment after the check, and only to people up to date with the tax agencies and the Social Security and registered as creditors in the regional government's third-party database.

When to apply, which is where people lose the grant: the application goes in en el plazo máximo de los dos meses siguientes a la finalización de cada periodo de doce meses de disfrute de la reducción o bonificación de que se trate, within two months of the end of each twelve-month period of reduction. If the twelve months ended before the year's call opened, the two months run from the day after the extract is published, and in every case the call's closing date is a hard stop, 15 October in 2026. The physiotherapist of the first paragraph, registered in November 2026, completes her twelve full months at the end of November 2027, after a 2027 call on the 2026 dates will have closed, and applies in the 2028 call within two months of its extract: the refund arrives around a year and a half after the first receipt. Reading the extract the week it is published is the whole discipline.

The 2026 call is closed; what the 2025 call taught

In 2025 the money ran out. The seventh and last batch of the 2025 call, resolved on 23 December 2025, left 125.46 euros of credit, and the applicants it could not pay were refused with código de denegación 21 (Falta de dotación presupuestaria), denial code 21, lack of budget. Two things followed. The bases had been amended in April 2025 so that applications refused only for lack of money podrán ser atendidas con cargo a los créditos de la convocatoria siguiente, otorgándoles prioridad sobre las peticiones que se presenten dentro de dicho procedimiento, may be served from the next call's credit with priority over the new applications, as long as the requirements still hold; and the 2026 call gave the people listed with code 21 one month from its extract to apply again. The practical rule is the one the bases imply: file on the first day of your window, because the order of filing is the order of payment.

Unemployment capitalised, the REPEP and the ZEC: what fits with what

Capitalising unemployment benefit. A person with contributory unemployment benefit still pending may take it as a lump sum to invest in the new activity, as monthly payments of the Social Security quota, or as a mix; the 1985 decree that governs it has the employment service pay, in the monthly modality, half of the self-employed quota on the minimum base or the whole of the worker's contribution, for as long as the benefit would have run (Real Decreto 1044/1985, article 4). The employment service's own answer on compatibility is that the rules of the lump sum do not make it incompatible with other public aid, and that the monthly quota subsidy is computed on the compulsory contribution of the first month sin tener en cuenta las posibles bonificaciones en la cotización de las que pudieras disfrutar, without counting the contribution bonuses you may enjoy. The Canary bases draw the line on their side: the cuota cero grants are incompatibles con las previstas en el programa de abono de cuotas a la Seguridad Social a los perceptores de la prestación por desempleo en su modalidad de pago único, incompatible with the programme that pays the Social Security quotas of lump-sum recipients, and the same base says the incompatibility does not reach the lump sum used for other admitted investments or expenses. So the choice is between the employment service paying your quotas month by month and the regional government refunding them a year later, never both; the investment lump sum and the cuota cero can coexist.

The REPEP. The Canary small-business regime frees from IGIC the individuals whose turnover in the previous year no hubiera excedido de 30.000 euros, did not exceed 30,000 euros (Decreto Legislativo 1/2025, article 89.1), with no deduction of the IGIC they bear; from 1 January 2027 the threshold is 50,000 euros. A new autónomo is inside it from the first day unless they renounce, and the census form that puts you in or out, the Modelo 400, deberá presentarse con anterioridad al inicio de la realización habitual de las entregas de bienes o prestaciones de servicios, must be filed before the habitual deliveries or services begin (Decreto 268/2011, article 133.3). We wrote the REPEP piece on when staying in is a bad idea; nothing in the reduced quota or the cuota cero depends on it.

The ZEC. The Canary Special Zone's 4 per cent corporate rate is not for an autónomo as such: the entities of the zone are las personas jurídicas y sucursales de nueva creación, newly created legal persons and branches, entered in its official register (Ley 19/1994, article 31.1), with a minimum investment of 50,000 euros and three jobs on Fuerteventura, 100,000 euros and five jobs on Gran Canaria and Tenerife. A one-person activity that wants the ZEC incorporates first, and the partner who runs the company may still claim the reduced quota as a company partner, as the section above says; our autónomo-or-SL comparison sets out the trade-off.

The first year in numbers

The ordinary quota is the minimum base of your income bracket multiplied by the 2026 rates: 28.30 per cent for common contingencies, 1.30 for professional contingencies, 0.90 for cessation of activity, 0.10 for vocational training and 0.90 for the equity mechanism, 31.5 per cent in all (Orden PJC/297/2026, articles 15 and 37). The table shows the minimum monthly quota for some of the 2026 brackets, with the reduced quota beside them.

Expected net income per month in 2026 Minimum monthly quota at the 2026 rates
Up to 670 euros 205.88 euros
670 to 900 euros 226.47 euros
900 to 1,166.70 euros 267.65 euros
1,166.70 to 1,300 euros 299.56 euros
1,300 to 1,500 euros 302.65 euros
1,700 to 1,850 euros 360.29 euros
2,030 to 2,330 euros 401.47 euros
Over 6,000 euros 607.35 euros
First twelve months on the reduced quota, any income 88.64 euros (80 plus the equity mechanism)

The worked year. The physiotherapist expects 1,500 euros a month net. On the general table she would pay 302.65 euros a month, 3,631.80 euros in the year. On the reduced quota she pays 88.64 euros a month, 1,063.68 euros in the year, 2,568.12 euros less. If she files the cuota cero application in its window and the credit holds, 960 euros come back in one payment, so her first twelve months of Social Security cost her the equity mechanism alone, 103.68 euros, settled about a year and a half after she started. In the second year, with returns of 1,500 euros a month, she is above the minimum wage and pays her full bracket.

The tax side, briefly, because the quota is only one of the first-year filings. Before the first invoice: the census declaration Modelo 036 with the State tax agency, since 3 February 2025 the only census form, because the order of December 2024 suppressed the simplified 037 (Orden HAC/1526/2024); the Modelo 400 with the Canary agency, before the activity starts; and the business tax is not a cost, because individuals are exempt from the IAE whatever they earn (Real Decreto Legislativo 2/2004, article 82.1.c). During the year: quarterly income-tax instalments on the Modelo 130, 20 per cent of the net return since 1 January (Reglamento del IRPF, article 110.1.a), unless at least 70 per cent of a professional's income carries withholding, which in the year of start is measured on the quarter itself (article 109); and a new professional invoicing companies applies the reduced withholding, because el tipo de retención será del 7 por ciento en el período impositivo de inicio de actividades y en los dos siguientes, 7 per cent in the year of start and the two following (article 95.1). What those returns may deduct is the subject of the deductible-expenses piece.

The same regional office runs four more lines for the self-employed in 2026, each with its own call: the sick-leave line refunds the quotas of the first two months of a temporary incapacity, up to 700 euros per person, with 600,000 euros and a window that closed on 15 October 2026; the interest-rate line takes 2 points, 2.5 under 45 years of age, off investment loans backed by the regional guarantee society, with 600,000 euros and applications open until 30 October 2026; Concilia pays 1,100 euros a month for a substitute during maternity or paternity leave and up to 9,000 euros for an indefinite carer contract, with 500,000 euros; and +UNO 52 pays 5,000 euros, 6,000 in municipalities under 10,000 inhabitants, for a first indefinite hire aged 52 or more, with 500,000 euros. We found no call of the Cabildo of Fuerteventura for new self-employed workers on the day we write this; its 2026 support for new businesses runs through a 65,000-euro agreement with the self-employed association for free advice on permits and procedures, which is help, not money.

What our team does

We map the registrations and obligations of a new activity, file the census forms with both agencies, run the IGIC and withholding returns and the income-tax instalments through the year, apply the Canary incentives where they fit, represent you before the State and Canary agencies and plan the year end; the reduced-quota request at registration and the cuota cero application in its window are part of that map. Tax advisory is the desk, and appointments in Caleta de Fuste and Costa Calma are booked through the booking page.

Common questions

I was self-employed from 2021 to 2024 and had the flat rate then. Can I have it again if I register in 2027?

Only if three years have passed since your deregistration, because the gap is three years for someone who used the reduction before; with a deregistration in 2024 the earliest date is the same day of 2027. Someone who was registered but never used the reduction needs two years.

Do I lose the reduced quota if I hire an employee?

No. The Statute says the reduction applies even when the beneficiary employs workers. The employee's own cost is a separate calculation, and the hire has to be reported to the Social Security as any other.

Is the cuota cero paid month by month?

No. It is one payment after the twelve months, applied for within two months of their end in the call that is open then, and paid once the regional office has checked the Social Security's statement of quotas and your tax and Social Security certificates. In 2026 the window closed on 15 October; anyone whose period ends from now on needs the next call to be published.

I am an EU citizen moving to Fuerteventura. Can I have both the reduced quota and the cuota cero?

Yes, on the same conditions as anyone else: a Spanish tax number, a Social Security registration that takes effect the day you start and, for the regional grant, the activity and your tax domicile in the Canaries during the subsidised months. A non-EU citizen needs a residence permit that allows self-employment before any of this.

Does paying 80 euros reduce my sick pay or my future pension?

Not for those months. Benefits during the reduced period are computed on the minimum base of the first bracket of the general table, 950.98 euros a month in 2026, and the year is not regularised afterwards; the regularisation reaches only a second year in which your returns exceed the minimum wage.
